Some points regarding the occurrence of the device WHD-1.
Growing human needs in electric power and low efficiency of existing plants for the generation of electric energy from Renewable Energy Sources make the inventors seek for new technologies and to develop new devices for the production of ecologically "clean "energy. Converters of energy of the propeller type have a large loss of kinetic energy of the flow on its turbulization (up to 85 %) and the associated with it environmental problems. The devices of vibration type are do not these shortcomings. In addition, when creating certain conditions in the oscillatory process, you can get a substantial additional energy (the phenomenon of resonance) .
The authors of papers [2-5] made several devices for the conversion of the kinetic energy of the flow into electric energy with the help of resonance oscillations. In all of these devices, the authors tried to increase the efficiency of conversion of the kinetic energy of a fluid medium flow only at the expense of the aerodynamic lift force of the flow and the increase of the amplitude of oscillations. However, the expenditure of energy to "idling" and changing the direction of movement of the working elements to the opposite bring the effectiveness of such devices to zero.
All known sources of scientific and technical information describe the phenomenon of a "flutter" as harmful and dangerous phenomenon, as a result of which arise dynamic voltage in the construction of aircraft and heat exchangers ([6-9] Encyclopedia, Samoilovich, Pisarenko, Paidussis ...), which can lead to their destruction. The authors of these works do not even consider the possibility of using additional energy, which appears when the flutter and which can be used for reception of electric energy.
The authors of papers [10-13] made several devices for the conversion of the kinetic energy of the flow into electric energy also with the help of resonance oscillations, but with a most number of freedom degrees of oscillating working items, and called this process the transformation of the energy of the flow with the help of the "flutter" phenomenon. In these papers, the authors have made the amplitude of the oscillations minimal, with the imposition of the mechanical restrictions on the oscillations of the working elements and tried to get the transformation of the energy of a flow only by giving oscillating elements a lot of additional degrees of freedom. But the oscillations in this case are chaotic, uncontrollable, requiring additional energy for extra excitation, therefore, the effectiveness of such devices is also close to zero.
The authors [14-16] in their papers, tried to get away from "pure" resonance, intuitively making an attempt to get closer to flutter oscillations. However, by analogy with the requirement of the aircraft or turbomachines construction, they automatically introduced restrictions on mechanical damping into the structure of oscillating working elements, brining the conditions of the flutter occurrence to a zero. That is, the authors of these papers are out from the resonance, and from the flutter as well, that is why the effectiveness of such devices is also close to zero.
When working in one of the institutes of the Sciences Academy of Ukraine, I was engaged in scientific research during 7 years, related to the influence of Unsteady Aerodynamic Influence (UAI) on the reliability of work of heat exchangers of nuclear reactors. The studies of a special interest were associated with the conduct of the array of tubes with longitudinal flow. I am a engineer sheep mechanic by education, so I was surprised by the conduct of the single cylinder in a longitudinal flow of a fluid medium at the critical flow rate, it looks like the kinematics of a dolphin's movement. When I was a student I took a great interest in the papers of a famous British zoologist James Gray, so-called "Gray's paradox", which is about the possibility of a dolphin to swim at the velocity seven times more than the ability of its muscles to develop such a speed. Further research in this direction (by my own initiative), allowed me to construct a device, the kinematics of movement of the working elements of which was similarly kinematics of movement of the dolphin. In this device, I was able to unite all the best that is in the phenomena of "resonance"  and "flutter" [7, 8] for the conversion of the kinetic energy of the flow into the electric energy. The oscillations of the working elements occur at frequencies equal to or multiples of their own frequencies. There is no restriction on increasing the amplitudes of the oscillations. The positive work of UAI is using not only to increase the effects of flow on a oscillating in the flow working element, but also to increase the influence through the flow of oscillating working element to the neighboring working elements. The installation allows to reproduce self-oscillations of the working elements of flutter type and to manage these oscillations.
Numerous works made in the course of the research, aimed at studying the efficiency of my inventions and possibilities of its application in various fields of technology, showed its extremely effectiveness. The device is functional, reliable and effective. The ample opportunities on using the devise in different areas of industry are proved. The device is effective for conversion of the kinetic energy of any water flow and for producing electricity on land and sea vehicles.
